Communities quarrel behind opposite congestion-causing trade apps

LEONIA, N.J. — A new pointer in Leonia, New Jersey, is a low-tech resolution to a high-tech problem. For residents like Melissa Soesman, it’s one approach to control out-of-control traffic.
